REGARDING UNSCHEDULED GATHERING
Citizens are reminded that gatherings of four or more persons without a filed contribution purpose are classified as unscheduled and will be logged as an optimization variance.
This is a matter of measurement. The JNA cannot allocate resources toward outcomes it cannot see. A gathering with no stated purpose produces no recordable contribution, which means the time invested cannot be credited to the participants. Citizens who gather without filing are giving away hours they have earned.

Citizens who observe repeated unscheduled gathering in their residential sector are encouraged to submit a Nexus Link report. Reporting is a contribution and is scored as one.
