SUMMARY OF VARIANCE
Citizen was observed on nine occasions across a twenty-one day period seated at the eastern window of her residential unit between 0510 and 0555, applying colored material to paper. Wristband data confirms elevated sustained attention with no corresponding contribution filing.
Citizen was interviewed 09 MAR 2045. She stated the activity was drawing. Asked what she was drawing, she stated the building across the street. Asked why, she stated that the light on it changes.
Facilitator noted the citizen had made no attempt to conceal the activity and appeared surprised the question was being asked.
MATERIALS
Fourteen sheets recovered. Content consistent across all fourteen: the same building, the same angle, at graduated light values. Materials logged and processed under standard reclamation.
ASSESSMENT
Score decline of 5.6 across the affected cycle is fully accounted for by attention hours lost to the variance. There is no indication of coordination with unauthorized organizations. There is no indication the citizen distributed the materials. There is no indication the citizen intended a variance at all.
That last finding is the operative one. Citizen has held Beaver classification for nineteen years without incident. A variance emerging at this stage without external influence indicates a gap in reinforcement rather than a compliance failure.
