A Beaver citizen's daily output does not stand out. Across a fiscal year, no one else's does more. Beaver completes the recurring tasks that keep a system running and rarely questions an instruction, because a question costs time the work would otherwise use.

The district recognizes this as its most stable asset, for as long as output continues. The system has more recurring work than people willing to do it without complaint, and has not yet run out of ways to ask Beaver for more.
