Founding Doctrine
- Possibility without deadline is another word for postponement.
- A quality that does not surface in output has not been demonstrated. A quality that cannot be demonstrated does not govern.
- The discomfort of measurement is the instrument working.
- The system does not judge. It observes. The record is the judgment.
- A citizen who argues against measurement has not yet been asked to measure themselves.
- Progress is not a direction. It is a debt repaid in documented increments.
- Mercy that cannot be counted cannot be verified. The district does not act on what cannot be verified.
- What disappears into the general blur was never counted. What was never counted never existed.
